The government is set to roll out the second phase of the PM Surya Ghar rooftop solar scheme by March 2027, while working with insurance providers to design specialized products that improve the financial viability of small-scale solar projects.
On the sidelines of the Bharat Renewable Energy Summit and Expo 2026 in New Delhi on Tuesday, J V N Subramanyam, Joint Secretary at the Ministry of New and Renewable Energy (MNRE), outlined the roadmap for the country's distributed renewable energy sector. He stated that the second phase would potentially start next year in March. He also added that outcomes from current industry deliberations will actively shape the policy document for the second phase.
Addressing the access to reliable credit for solar projects, the ministry is tackling the core issue of asset viability. Subramanyam highlighted that the government is negotiating with insurance companies to design custom policies that boost confidence in rooftop solar assets.
He also noted that without aggregating these individual assets, the insurance cost for a standard three-kilowatt residential roof system would be remarkably high, undermining the asset’s bankability. Although schemes such as the PM KUSUM farm solar programme and PM Surya Ghar have allowed large-scale capacity additions, securing further investment from financiers such as IREDA requires strict policy alignment.
