A national Centre of Excellence (CoE) on power sector regulation was inaugurated at IIT Delhi on Monday to support evidence-based policymaking as India’s electricity system undergoes rapid transformation driven by clean energy, market reforms and grid modernisation.
The Centre has been established in collaboration with the Central Electricity Regulatory Commission (CERC) and the Grid Controller of India Ltd (Grid India) and is envisaged as a national hub for regulatory research, capacity building, advisory support and knowledge dissemination.
By bringing together policy, regulation, system operations and academic research within a single institutional framework, the initiative aims to strengthen the quality of regulatory decision-making and build long-term institutional capacity in the power sector.
Inaugurating the Centre, Union Power Minister Manohar Lal said strong regulation backed by research would be essential as India moves towards clean energy, competitive markets and consumer-centric reforms.
The CoE will work with regulators and system operators to identify sectoral challenges, undertake multidisciplinary research, and provide analytical support for policymaking. Its focus areas include power market design, grid operations, decarbonisation pathways, digitalisation, and emerging technologies such as energy storage, demand response and green hydrogen.
