Odisha is making changes to its renewable-energy framework, with the state Cabinet approving a set of amendments to the Odisha Renewable Energy Policy (OREP), 2022. One of the decisions extends a 50 paise per unit electricity-duty exemption for eligible net-metering consumers using power from renewable-energy projects set up in Odisha. The benefit will continue for 10 years from the commissioning of the project.
The Cabinet has also approved a 20 paise per unit State Transmission Utility (STU) charge exemption for standalone battery energy storage systems commissioned in the state. The exemption will apply where the electricity used to charge the batteries comes from renewable-energy projects and the discharged power serves demand within Odisha. For wind power, the government has removed the existing 500 MW cumulative ceiling applicable to projects allocated on a first-come, first-served basis. The amendments also provide for the promotion of wind power parks and allow up to 25 percent Right of First Refusal capacity for renewable-energy captive projects.
