Punjab Energy Development Agency (PEDA) has issued a tender for implementation of 50 MWp of Grid-Connected Rooftop Solar Systems under the RESCO Mode. The projects will be deployed at multiple locations across Punjab under the Payment Security Mechanism. The bidders must submit their proposals by October 29, 2026.
Under the issued tender, PEDA aims to select developers to implement an estimated cumulative capacity of 50 MWp of Grid-Connected Rooftop/Ground-Mounted Solar PV Systems under the RESCO Mode at several government buildings across Punjab. Applicants should request for a maximum capacity of 50 MWp and minimum capacity of 1,000 kWp and proposals for below 1,000 kWp threshold will be disqualified.
Selected bidders must submit all necessary documentation within 15 days after signing the standard-format Power Purchase Agreement (PPA). Although PEDA will support the execution process, it accepts no liability for the non-availability of designated buildings or failures to execute agreements for any site.
PEDA will charge a non-refundable service fee of ₹1,350/kWp, with 18 percent GST, based on the project capacity. The service charge would include site visits, monitoring, liaison, inspection and other related activities. Taxes and duties will be paid extra. The fee must be settled within 30 days from the date of issuance of the work order by PEDA. Any delay after 30 days will cost interest at 12 percent per month on the unpaid amount, calculated on a day-to-day basis until the full payment, including interest, is made.
Moreover, Failure to pay the service charges allows PEDA to cancel the sanctioned capacity and forfeit 100 percent of the Performance Bank Guarantee (PBG). Applicable taxes and duties on service charges remain extra.
